Shastri openly at Tashkent, he certainly would be able to "come out" then or later, but he didn't.  As for a man looking like Bose in photos with Shastri during the latter's Tashkent visit, there is always the possibility of "touching / overlapping" the photos (by using photoshop, etc.), and probably nothing else.
