This whole thing which is quaintly termed “Eve teasing” stems from the uncivilized need to bully, to pick on those one sees as being weaker. After things coming to a head with the Delhi rape, hopefully there has been a sea change toward this bullying. Education certainly has to be a part of it. Equally important is law enforcement to punish the perpetrators. Karate classes for teenage girls would go a long way as well.
