Any person who wants to be a good leader anywhere, including a political leader (especially President, Prime Minister, Chief Minister, etc.), must be a good communicator / speaker so that he / she can express and articulate his / her ideas and vision effectively and spontaneously to others (followers, audiences, voters and so on).

The western leaders have mastered the art of effective communication very well. No political party in the west enters an election (including a national and provincial election) unless its potential Govt. leader (President, P.M., C.M., Governor) has been officially named / picked by the party before the election and he / she as such (political party's potential President, P.M., C.M. , Governor) taken part in pre-election debates and speeches. This naturally ensures accountability, transparency and expeditiousness in elections, leading to the best person (including a youthful person and not over the hill or as old) getting votes from public and becoming P.M. and C.M. etc.
